Job Summary:

The E&S Compliance Manager is responsible for overseeing all aspects of Excess & Surplus Lines (E&S) compliance for PCS. This includes ensuring timely and accurate state filings, maintaining up-to-date licensing for PCS entities and employees, and managing relationships with E&S compliance vendors. The role plays a key part in safeguarding regulatory adherence, improving operational efficiency, and reducing compliance risk across all E&S activities. The E&S Compliance Manager reports directly to PCS’s Chief Legal and Compliance Officer (CL&CO).

Key Responsibilities:

State Filings and Documentation

  • Ensure timely and accurate filing of all Excess and Surplus Lines (E&S) paperwork, including affidavits and other forms requiring insureds’ signatures, policy wording, taxes, stamping fees, and zero returns where applicable.
  • Oversee quality control reviews of E&S filings and documentation.
  • Correct and mitigate rejected filings, including policy errors.
  • Implement processes/controls to prevent recurrence of same/similar issues.
  • Coordinate with PCS Finance on all E&S payments and reconciliations.
  • Respond to inquiries and other communications from E&S regulators.

Licensing

  • Ensure PCS entity and individual employees’ E&S licenses are current, including continuing education requirements in employees’ resident states, license renewal dates, etc.
  • Communicate with individual employees regarding upcoming license renewal requirements, including continuing education.
  • Engage with E&S vendor to develop and maintain database of PCS E&S licenses, including evidence of continuing education and other application and renewal requirements.

Vendor Management

  • Manage relationship with E&S licensing vendor.
  • Manage relationship with E&S tax /stamping fee filing vendor.
