Job Description

The Senior Project Manager oversees, coordinates, and manages complex environmental and administrative projects from conception through completion. This role ensures projects align with organizational objectives, adhere to budget and timeline requirements, and comply with regulatory standards. The position requires the ability to balance multi-layered stakeholder engagement with the delivery of high-quality, tangible outcomes.

Key Responsibilities

Project Planning & Initiation

• Define project scope, objectives, requirements, and deliverables in collaboration with stakeholders.
• Develop comprehensive project plans including schedules, budgets, and resource allocation strategies aligned with public-sector standards.

Budget & Financial Management

• Track budgets and project costs to ensure fiscal responsibility.
• Prepare regular financial performance reports and manage billing and invoicing for fixed-fee projects.

Stakeholder Communication

• Act as the primary point of contact for a wide range of stakeholders, including elected officials, government agencies, community groups, vendors, and the general public.
• Facilitate public meetings, deliver updates, and manage expectations.

Compliance & Regulation

• Ensure project activities comply with federal, state, and local laws, procurement rules, labor regulations, and environmental standards.
• Collaborate closely with internal teams for regulatory alignment.

Risk Management

• Identify, assess, and mitigate project risks.
• Maintain and manage an issues log, escalating critical concerns when necessary.

Execution & Delivery

• Lead multi-disciplinary project teams through all phases of the project lifecycle.
• Monitor progress, adjust plans based on evolving needs, and ensure timely delivery of high-quality results.

Procurement & Vendor Management

• Support the procurement process, including the development of RFPs and SOWs.
• Administer vendor contracts and monitor performance to ensure compliance.

Documentation & Reporting

• Maintain detailed project documentation such as business cases, project briefs, progress reports, and meeting minutes.
• Assist with the preparation of reports for public distribution.

Qualifications

• Education: Bachelor’s degree in Public Administration, Business Management, Engineering, IT, or a related field. Master’s degree preferred.
• Experience: 3–5 years of project management experience, including at least 2 years in the public or nonprofit sector. Experience working with federal, state, or local agencies is highly desirable.
• Certification: PMP or CAPM required. Must include certification name and the county/region of registration.
